Metropolitan, Municipal and District Assemblies (MDAs) in the Upper East Region have signed performance contracts in a renewed push to strengthen accountability, improve efficiency, and enhance service delivery across the region.
The initiative, spearheaded by regional authorities, is aimed at clearly defining targets and responsibilities for heads of MDAs while providing measurable benchmarks to assess performance. By signing the contracts, MMDCEs and key departmental heads have formally committed themselves to delivering on agreed development goals within specified timelines.
At the signing ceremony, officials stressed that the move is not merely a formality but a strategic tool to ensure transparency and results-oriented governance. The performance contracts are expected to guide planning, budgeting, and implementation of projects, while making it easier to track progress and address underperformance.
Regional leaders noted that the policy would help align local development priorities with national objectives, particularly in critical areas such as education, health, sanitation, infrastructure, and revenue mobilisation. They also warned that failure to meet agreed targets could attract sanctions, while exceptional performance would be recognised and rewarded.
The development has been widely welcomed by stakeholders, who believe the contracts will instil discipline and professionalism within the public service at the local level. Civil society groups have also called for regular public reporting to ensure citizens can monitor how well their assemblies are delivering on promises.
With the signing of the performance contracts, authorities say the Upper East Region is positioning itself for improved governance, responsible leadership, and tangible development outcomes that directly benefit residents.
